So Legendary a skill, bring it to 15 then raise it to 100 again which gives you the OPTION to legendary it again. Meaning you can get the remaining perks you need by resetting a skill you don't really need like alchemy which can also be leveled up pretty fast even though you're leveling beyond 81. Got it.
